Each recipient gets a copy to fill in and sign. Their copy is the one with their fields, produced from the template rather than from a one-off upload. The template stays in place for the next send.
Building the template and sending it are the same workflow. You are not exporting a blank PDF, uploading it somewhere else, and placing the fields a second time.
