Not every document should go out as an email to a named person. A form, a packet, or an agreement you want someone to open from a page needs a link.
Create a link to a document. Anyone with the link can open it. If the document should not be open to anyone who happens to have the URL, require a password. The link then asks for that password before the document opens.
You choose how responses are collected. Collect one response on the document, or a separate copy for each person. One response is a single filled document. A separate copy gives each person their own, so one signer does not overwrite another.
The link is the send. You do not have to know every recipient's email before the document can be opened.
