A contract with open markup is not ready to sign. An insertion nobody accepted, a deletion nobody rejected, or a comment still sitting on a clause means the parties have not agreed on the text.
Signing now waits on those open changes. The contract stays in review until every tracked change is resolved. It cannot go out for signature while markup is still open.
The block is on the send, not on the editing. You can keep resolving changes in the redline. The signature step stays closed until the draft is clean, so a signer is not asked to sign a document that still has unresolved markup in it.
